Portgas D Shanks and The Gorosei - One Piece Theory Many identities are revolving around Shanks like the 'secret Gorosei', 'secret Celestrial Dragon' for which I have no basis to talk upon. But here are few hints opening possibility that Shanks is from Portgas family. "Its always those with D that cause such trouble.. just like Portgas." Note that the gorosei doesn't specify the individual. Rather is refereed to by 'Portgas'. What I mean is there may have been multiple people from Portgas family, not just one specific person. My best guesses are Lurking Legend and Captain Of ROCKS (though they may be same character). And from the prime, I would be on Shanks. Going by speculation that Shanks is sister of Rouge goes perfectly well with the story line as well. It explains how exactly Shanks ended up in Roger's ship. Roger loved Rouge and then in course of his visit, Shanks got inspired by Roger and later on was taken as apprentice. Also, Rouge means red in French.. can be hint from Red Haired Shanks. It's funny how this builds parallels with what Shanks did if Makino X Shanks is true. Shanks loved Makino in east blue, inspired Luffy who is like brother of Makino. Just like how we discussed about Roger's case. Now let's move to his ambitions. Once we understand character of Shanks, this all makes sense. He always has been someone trying to maintain peace. His actions subsequently sustains balance between great powers which is why Gorosei don't deny him.When there are two groups fighting, he is just like the mediator there.. And Gorosei fully trusts that he won't do anything silly and reckless so they allow him inside.. because what Shanks suggests is good for all including the Gorosei themselves.The pirate Shanks wants to talk about should be such that Gorosei may yet not be aware of it and the character had remained inactive for a while and is suddenly preparing to rise again. Something that fits description of LURKING LEGEND. That's where Luffy comes in.. The man capable of changing everything. Shanks is well aware of his potential and reckons Luffy to surpass even his captain.
