Do Marine Have Conqueror Haki - One Piece This is a controversial topic.. There are people who think marine have king's haki and there are people who think they have not and my answer is marine can have king's haki. We have seen marines using Observation and Arnament Haki but we have not seen any marine using Conqeuror Haki but that doesn't mean that they don't have it.Marines always stay under command and is ruled by higher authority i.e. World Government in general. Marines don't have freedom and lack quality of king so they can't have king's haki.. This is the argument that is commonly brought but just working under someone doesn't affect anything. Rayleigh and Katakuri both worked under their captain but still both have king's haki. So it has nothing to do with the rank, it has to do with only one thing i.e. will.I can agree that very few marines have king's haki but saying none of them have just doesn't makes sense. Maybe marines are restricted to not use it as it would affect all the people around including own fellows if its not mastered properly. So this ability is not so common in marine. The marines that I am sure had Conqueror's Haki is Monkey D Garp.
